Question: Who do I contact if a care attendant from Crossroads or another agency doesn't turn up?

Your local Crossroads scheme or the agency concerned (if you know which one it is)
If you don't know contact Norfolk Social Services (either the Access team or the Emergency Duty Team if it is out of normal office hours)
If it is Crossroads and you don't know where your local scheme is based, contact the Norfolk Carers Helpline

Norfolk Social Services Reception and Referral teams - several centres across the county, usually specific to the disability or illness of the person being cared for

Question: How are financial assessments for residential care carried out?

By Norfolk Social Services and they will be means tested. Social worker will give a financial assessment form to be completed. The Finance Department will assess how much will have to be paid and the balance will be met by Norfolk Social Services
